It's a late 70s/early 80s Holden Commodore VB/VC model - which is actually based on a late 70s Opel Rekord. This video was actually made in the early 90s by the Australian government, the vehicle in question actually had its front and rear chopped off and changed from another Commodore, and they were simply demonstrating that these practices were unsafe.
